Scenario:
You are an administrator in the district’s Human Resources department. Leaders in the district are concerned due to the fact that there are over 10 instructional positions unfilled by certified teachers as the school year is starting. The district experienced a high rate of retirements and resignations over the past summer, placing stress on school leaders to recruit and hire qualified staff. The district has hired a number of long-term substitutes to serve while a search for certified replacements can be conducted. This has resulted in higher discipline referral rates and lower initial test scores in these classrooms.
The district routinely conducts exit surveys as staff retire or resign. Data from the past 2 surveys show:
The largest percentage of those leaving the district were in their first 3 years of teaching.
The largest two reasons cited for leaving the district were “few prospects for professional growth” and “a lack of support by others in the school community.”
Several departing teachers cited the fact that they were not given adequate feedback from supervisors about their performance and that professional learning opportunities were “one-size-fits-all” and not always relevant to their jobs.
Data from the most recent state Climate and Working Conditions survey of staff include the following:
45% of teachers report they disagree with the statement, “I am trusted to make sound professional decisions about instruction.”
65% of teachers report they disagree with the statement, “The professional development I receive meets my needs.”
25% of teachers report agreement with the statement, “I feel completely burned out and often wonder if I can go on. I am at the point where I may need some changes or may need to seek some sort of help.”
Other relevant information includes the fact that the district’s pay scales and benefits are comparable to surrounding districts and above the state average.

Your task is to outline a short-term and long-term plan to address the teacher shortage in your district (Public schools of Robeson County in NC) This written plan should address local, state, and federal legal employment parameters, teacher support and professional growth, and effective practices in recruiting and retaining instructional staff.
