While technology has both facilitated sex trafficking and supported efforts to eliminate it, those involved in anti-trafficking movements face the challenge of using it effectively without infringing on the rights of the people they aim to protect. The use of technology in sex trafficking is readily apparent: “Social networks and online classified sites are being used by traffickers to market, recruit, sell, and exploit for criminal purposes.” The more challenging question is the one that Latonero poses, “Can online technologies be leveraged to provide actionable, data-driven information in real-time to those positioned to help victims?” In this regard, technology has clearly raised expectations:
What technology unambiguously offers is heightened visibility, awareness, and accessibility, and debates surrounding online classified ad sites have solidified expectations that trafficking and trafficked persons can be observed, monitored, and digitally traced to disrupt exploitation in its tracks.
In reflecting on this question, Boyd and Musto raise the deeper question of what a commitment or the past commitment meant in term of broader freedoms/human rights and concretely avoid excessive surveillance of the (potential) victims.
If visibility is a byproduct of a technologically mediated ecosystem, how do we leverage it in ways that do not inflict additional harm on trafficked persons or others who find themselves caught within the anti-trafficking carceral protectionist net.
